Revised pay structure of the common category posts of Pharmacists cadre – clarification

Sub:      Revised pay structure of the common category posts of Pharmacists cadre – clarification reg.


      Attention is invited to Railway Board’s letter of even number dated 30.O3.2010 on the above subject.

2.      As per para 2 of Board’s letter dated 30.03.2010 Pharmacist Grade-II and Grade I will be merged and designated as Pharmacist (non- functional grade) in PB 2 with grade pay of Rs.4200/- and the grade will be granted to Pharmacist (entry grade) on non-functional basis after 2 years of regular service in the grade pay of Rs.2800. In view of this, the word ‘promotion’ appearing in para 3 of the letter may be read as ‘placement’. Such placement will, however, be subject to vigilance clearance.

3.      This issues in consultation with Establishment and Health Directorates and concurrence of the Finance Directorate of the Ministry of Railways.

Subject:    Revised pay structure of the common category posts of Pharmacists Cadre-Implementation of Fast Track Committee's recommendations - reg.



            The undersigned is directed to forward herewith a copy of Department of Expenditure's OM No. 1/1/2008-IC dated 18.11.09 upgrading the pay scale of the common category posts of Pharmacists and to say that it has come to the notice of this Department that the said order has not yet been implemented by the institutions/hospitals having posts of pharmacists.



2.      In view of above, it is requested that the said order may please be implemented without any further delay and compliance report along with a copy of the order may please be sent to this Ministry for information and further necessary action.

New pay structure for Industrial Employees of Ordnance Factories



INDWF General Secretary Mr.R.Srinivasan has written in his website regarding the new revised pay structure for Industrial Employees of Ordnance Factories. The content of the letter is reproduced below...

The proposal submitted by Ministry of Defence on the approval of Fast Track Committee to create 4(Four) grade structure for Industrial Employees has been now approved by Ministry of Finance, (Department of Expenditure) on 22.04.2010. According to the approval the following proposal has been granted.



Existing Scheme Revised / Approval Proposal
MCM: 25% of 55% of HS Rs.2800/- MCM Placement Grade does not fall in the Hierarchy. MCM 25% of HS I & HS II (55%) 13.75 % - Rs. 4200/- Grade Pay Placement Grade / not regular Hierarchy grade
HS 55% Rs.2400/- HS I - 27.5% - Rs.2800/- Grade Pay HS II - 27.5% Rs.2400/- Grade Pay
SK 45% - Rs.1900/- SK - 45% - Rs.1900/-


Only Three Grades will remain i.e., HS I, HS II & SK (27.5%, 27.5%, 45%)



MCM will not be part of hierarchy



Feeder Grade for Chargeman will be based on HS I seniority



MCM time relaxation from Trade Test for HS I w.e.f. 01.01.2006



After getting approval by Ministry of Defence (Finance) necessary orders will be issued by Min. of Defence by next week.

GRANT OF Rs.4200 GRADE PAY FOR “MASTER CRAFTSMEN” IN ORDNANCE DEPARTMENTS – ORDERS LIKELY TO BE ISSUED TOMORROW.
ORDERS WILL BE EXPECTED AFTER APPROVAL BY CABINET MINISTRY.
ENTIRE COPY OF ORDERS WILL BE PUBLISHED IN OUR WEBSITES IMMEDIATELY ON ISSUE OF THE ORDERS.
ATPRESENT, MCM (MASTER CRAFTSMEN) EMPLOYEES ARE GETTING Rs2800 GRADE PAY IN ORDNANCE DEPARTMENTS. NOW MCM ISSUE GOES TO APPROVAL OF CABINET MINISTRY. IT WILL BE CERTAINLY A GREAT OPPORTUNITY FOR MCM EMPLOYEES.
In Railways Master Craftsmen are getting the Grade Pay of Rs.4200 and promotion ratio is 8% only.

Defence Master Craftsmen are getting the Grade Pay of Rs.2800 and promotion ratio is 14%. See the O.M.

FAST TRACK COMMITTEE - Mainly for MCM



There are cases like the Master Craftsmen, where the existing pay scales have been reduced to a lower scale. To consider these types of cases, a fast track committee may be set up.
It was informed that the certain categories like Master Craftsman in Railways are in 5000-8000 scale whereas now they have been brought down to 4500. Secretary staff side emphasized that similarly in case of Pharmacists the whole background placed before the Pay commission is wrong therefore, wrong decision has been taken.

It need to be corrected immediately. In the case of the Master craftsmen in Ministry of Defence and LDC also similar anomaly exists. They have requested to set up the Fast Track Committee in the concerned department to resolve.

The Chairman requested them to inform if they notice any such anomaly in near future in some other category also.

Demand of the staff side was noted by the official side.

MMS CHARGE HAND ISSUE NOW GOES TO FAST TRACK COMMITTEE

SUCCESS TO NFPE EFFORTS ON MMS CHARGE HAND ISSUE – DEPARTMENT OF POSTS SUCCEEDED IN SENDING THE ISSUE TO FAST TRACK COMMITTEE.

NFPE IN ITS NOTE DATED 26.08.2008 REQUESTED THE DEPARTMENT OF POSTS TO TAKE UP THE ISSUE OF CHARGE HAND WHO ARE THE MASTER CRAFTSMAN IN THE FAST TRACT COMMITTEE ALONG WITH RAILWAY MASTER CRAFTSMAN – The relevant paragraph in that NFPE Note is as follows:

Charge Hand: The Charge Hand is the Master Craftsman parallel to Railways in the Department of Posts. This is a promotional cadre to Artisan. The Artisan Grade I stands elevated to a Grade Pay on par with Charge Hand now. The Railways have succeeded in taking up the issue of their Master Craftsmen in Fast Track Committee. The Department of Posts should kindly take it up in the same Fast Track Committee for upgrading Charge Hand into PB-2 with appropriate Grade Pay.

MMS CHARGE HAND ISSUE NOW GOES TO FAST TRACK COMMITTEE

COMPREHENSIVE NOTE WOULD BE SUBMITTED BY US ON THE ISSUE FOR REDRESSAL BY THE NFPE - CONFEDERATION LEADERS WILL DEAL THE PROBLEM IN THE FAST TRACK COMMITTEE SINCE NFPE REPRESENTATIVES ARE YET TO BE GRANTED MEMBERSHIP IN THE NATIONAL COUNCIL BY DOPT - NFPE WILL REQUEST THE DEPARTMENT ALSO TO HELP GETTING THE ISSUE SETTLED IN THE FAST TRACK COMMITTEE.
