The 9th Steering Committe Meeting of OFB JCM III level council held on 12-03-2010

The points raised by the respective members on NG Staff issued:

1.As the post of the Chargeman grade II & Grade I and the post of Assiatant and office supererindent have been merged due to the implementation of recomendations of 6th PC so the resultant vacant posts should be filled up immediately by granting one time relaxation from the residency period stipulted by DOPT OM dated 24th march 2009.further the vacant post of Asst.foreman and JWM should also be filled up.

SS/BPMS Official side views:DOPT norms contained in OM dated 24-3-09 is applicaable to all central governament employees. As such relaxation pf DOPT norms are not possible at this stage. OFB has issued instructions to effect promotions to CM(T&NT) vide OFB order dated 22-01-2010.Relaxation at this can not be accorded.Poweer to relax residen cy period rests with MOD and it may take time and entire process of promotion may be delayed.promotions to AF for 2009-10 is over.

Decision: A proposal for one time relaxation of residency period for the promotion from the feeder grade(merged) to the higher grade maay be taken up with MOD.

2.Promotion of all eligible Chargeman to AF/FM/SH. Promotions of all eligible (approximately 411) chargeman (ex-cm I/T&NT) against over all vacancies be ordered from GP Rs.4200/- to Rs.24600/- during the current financial year(before march 2010)through review DPC-2009-2010.It will facilitate paricy amongst streem and gainful utilisation of vacancies.

BKS/AIANGO. It was decided that DPC for 2010-11 may be convened at the earlist.

3.Filling the LDCE vacancies of CM against 25% from available wait list candidates in ordnance factories. RS/INDWF. last examinations of LDCE to fill 25% CM II was conducted during the year 2008. Due proposed merger of CM II with CM I, LDCE examinations were not conducted during 2009 and till date. Action is in hand for conducting LDCE during 2010.

4.Transfer Policy. BRN/BPMS . The existing policy of OFB for GOs and NGOs are faulty due to which the credibility of OFB is going down and lot of rumours are spreading to defame the prganization.He suggested for framing suitable transparent transfer policy in consultation with staff side. He also suggested to(i)stop the implementation of intger factory transfers on public interest,(ii)unavoidable transfers may be executed in the month of June/july,(iii)to issue transfer orders on promotion only etc.,.It was stated that the existing policy wasd being reiewd by the official side.

5.Creation ofseperate discipline as CM II Tech/Electical(Electronics) BNR/BPMS.OFB has issued order on 25-1-2010 with drawing its earlier instructions dated 28-5-07 regarding the promotions of Fitter Electronics to CM. Some factories are effecting th order for the individuals aalready promoted to CM (Electrical/Electronics0 It was stated that a circular would be issued to the factories not to reopen the pas cases.

6.No recruitment /joining of JWM through LDCE/UPSC till merger of AF/FM/SH with JWM. BKS/AIANGO. PROPOSAL IS NOT AGREED TO. Point is closed.

7.Gainful utilisation of vacancies and one time relaxation in eligib ility for promotion from CM to AF/FM/SH - BKS/AIANGO To fill up the remaining 2436(approx.2847-411=2436) vaciencies in Grade of AF/FM/SH.-Official side views :Right at this moment it is not advisable to go for relaxation in residency period.

8.Up gradation of & Merger AF/FM/SH with JWM w.e.f 1-1-06 as per Govt. Orders. BKS/AIANGO. Officials side says that the proposl for merger of the posts of AF/FM/SH with JWM w.e.f 1-1-06 is still under the examination of MOD along with another proposal for upgradation of pre-revised pay scale of Rs.7400/- Rs.11000/- to Rs.7500/- Rs.12000/- and accordingly awarding respective higher pay.It is decided that staff side requested that the merger orders of AF to JWM should be issued byOFB at the earliest. It was decided that the pending proposals may be pursued with MOD for early finalisation of the issue.

Govt announces bonus for non-gazetted employees

New Delhi, Sep 22 (PTI) In a festival gift to non-gazetted central government employees, the Centre today announced a bonus of up to Rs 3,500 for 2009-10. All the central government employees in Group C and D and all gazetted employees in Group B who are not covered by any productivity linked bonus scheme will get bonus equivalent to 30 days emoluments, Finance Ministry said in an office memorandum.

The payment will also be admissible to the Central Police and para-military personnel and personnel of armed forces, it said. Only those employees who were in service on March 31, 2010 and have rendered at least six months of continuous service during the year 2009-2010 will be eligible for payment, it said.

Meanwhile, the Central Government also issued notification for enhancing the Dearness Allowance for its 88 lakh employees and pensioners by 10 percentage points. This comes as a follow up to the approval given last week by the union Cabinet to hike the DA from 35 per cent to 45 per cent of the basic salary of the central government employees with retrospective effect from July 1, 2010.

The increase in DA comes just a few days after the organised workforce was cheered by one percentage point increase in the interest rate on the provident fund to 9.5 per cent.

ALL INDIA ASSOCIATION OF NON-GAZETTED OFFICERS (AIANGO) Gen.Secretary dicussed with JS & FA (Defence) & in D(Fy-II) on 25th and 26th May, 2010



ALL INDIA ASSOCIATION OF NON-GAZETTED OFFICERS (AIANGO) General Secretary Mr.Chaubey has written a letter to Branch Secretaries, Zonal Secretaries, JCM Members, CE Members/Office Bearers, regarding dicussion with JS & FA (Defence) & in D(Fy-II) on 25th and 26th May, 2010. We reproduce the full text of the letter as given below...

President and General Secretary visited MOD on 25th to 26th May/10, specifically on the issue of Merger. Issue was discussed with JS & FA (Defence) & in D(Fy-II).

The position and instructions are appended below for information and immediate action please.

(1). PROMOTION: Despite of OFB's instruction to Fys, many Fys did not send the Clubbed Seniority List of CM-II+CM-I (T/NT) in time to OFB, as instructed vide Circular-18 our Branch Secretaries also could not assured the same due to which DPC could not be held as per clubbed seniority. Promotions were ordered as per seniority list of CM-I. One more promotion list is likely to come for those streams which are yet not cleared up to 2006. Further we have discussed and OFB has assured to hold Review DPC after issuing of Merged Seniority List at the earliest.

NOTE: ALL BRANCH SECRETARIES ARE SERIOUSLY REQUESTED TO ASSURE THAT SENIORITY LIST OF MERGED CM AS ASKED BY OFB (A/NG SECTION) IS SENT TO OFB BY THE FACTORY/UNIT WITHIN FEW DAYS POSITIVELY SO THAT MERGED SENIORITY CAN BE ISSUED & REVIEW DPC CAN BE HELD AT THE EARLIEST.

(2). FUNCTIONAL UP-GRADATION AND MERGER OF AF/FM/SH WITH JWM: OFB has broken the commitment to issue merger order if the case of JWM comes back by this time in the meeting held on 30/03/2010 and 17/18-05/2010. NOW DGOF & Chairman is telling that He will merge the posts when the case of JWM is regretted and he has sent negative reply to MOD against the query of MOF. NOW the case is pending with MOF-Expenditure for decision. We are putting our best efforts at the level of MOF-Expenditure for merger before any up-gradation of JWM . We have also taken up that in any case if Grade Pay Rs, 4800/- is granted to JWM the same must be granted to AF/FM/SH/JTO under OFB/DGQA/DGAQA /DGNAI also. We are also exploring possibilities for the legal action.

(NOTE: As intimated earlier, we have very clearly placed our demand to Hon'ble RM, RRM, Defence Secretary, Secretary(DP), Hon'ble Finance Minister, Finance Minister for State, Secretary/Expenditure, JS(PER) /Expenditure, Secretary/DOP&T and Hon'ble Prime Minister that AF/FM/ SH/JTO of all Directorates employing workshop staff i.e. Ordnance Factories, DGQA, DGAQA & DGNAI must be granted Grade Pay of Rs. 4800/- if JWMs of Ordnance Factories are granted the same. Officials of MOF have assured that there will be no change in cadre structure and only two Grade structure will be maintained in all the similar Directorates like Railways, DGQA, DGAQA & DGNAI.)

(3). PROTEST PROGRAMMES:

(3.1). DHARANA WITH HUNGER : Representatives of AIANGOs will stage " DHARANA WITH HUNGER " on the date of coming JCM-III Meeting at Ordnance Factory Board, KOLKATA / at the place of JCM-III Meeting. Note: OFB has yet not decided the date of JCM-III meeting. Date of Dharana will be the date of Meeting.

(3.2). MEMORANDUM TO HON'BLE RRM & RM in-mass AT NEW DELHI: Request letters have been submitted on 28th May, 2010 for confirmation of dates for submission of Memorandum by the representatives of AIANGOs in mass at the residence of Hon'ble RRM & RM. Proposed date i.e. between 10-15 May was not confirmed. Confirmation of a fresh date is awaited from their end.

(4.) The Branch Secretaries who have not remitted the Subscription for year- 2009-10 are requested to remit the same at the earliest for smooth functioning of the Association.

(5). The Branch Secretaries who have not remitted the Special-Levy are requested to remit the same at the earliest for smooth functioning of the Association.

(6). CONTINUATION OF MEMBERSHIP OF THOSE AF OF DGQA/DGAQA WHO HAVE BEEN MERGED WITH JTO: SUCH JTOS WILL BE TREATED AS OUR MEMBERS AND THEIR SUBSCRIPTION SHALL BE DEDUCTED IN OUR FAVOUR. A LETTER No: AIANGO/CE/SAF/DGQA/10 DTD. : 24/06/2010 HAS BEEN SENT TO DGQA HQ. IN THIS REGARD.

(7) DEDUCTION OF SUBSCRIPTION FOR THE YEAR 2010-11 FROM THE SALARY OF JULY 2010: ALL BRANCH SECRETARIES ARE REQUESTED TO ENSURE THAT LETTER FOR DEDUCTION IS GIVEN TO GM/DDO OF FY. LATEST BY 4TH JULY /2010 AND THE DEDUCTION IS DONE WITHOUT FAIL FROM THE SALARY FOR THE MONTH OF JULY 2010.

Financial Assistance to NGOs for rehabilitation



Under the Assistance to Disabled Persons for Purchase/Fitting of Aid and Appliances Schemes, assistance is provided to the needy disabled person in procuring and fitment of aids and appliances for their physical, social and psychological rehabilitation.

Under Deen Dayal Disabled Rehabilitation Scheme, funds for the welfare of persons with disability are provided to the non-Governmental Organisations for projects like Special Schools for Disabled, Vocational Training Centres, Half Way Homes, Community Based Rehabilitation Centres, Early Intervention Centres for Disabled, Rehabilitation of Leprosy Cured Persons, etc.

During the years 2006-07, 2007-08 and 2008-09, grants-in-aid of Rs. 71.15 Crores, Rs. 90.46 Crores and Rs. 90.53 Crores were released to 764, 785 and 673 number of NGOs respectively under the Scheme of Assistance to Disabled Persons for Purchase/Fitting of Aid and Appliances and Deen Dayal Disabled Rehabilitation Scheme to Non Governmental Organisaitons of different States.

Several measures are in place for effective monitoring of the utilization of the allocated funds in the disability sector, which includes inspection and review of the functioning of the grantee, obtaining their periodic progress report, audited statement of accounts, utilisation certificates etc.

This information was given by Shri. D. Napoleon, the Minister of State for Social Justice & Empowerment, in a written reply to a question in Lok Sabha today.
