Children Education Allowance Scheme – Clarification

Sub: Children Education Allowance Scheme – Clarification
Subsequent to issue of this Department OM No. 12011/32008-Estt (Allowance) dated 02/09/2008 and clarificatory OMs dated 11/11/2008, 23/11/2009 and OM No. 12011/16/2009-(.Allowance) dated dated 13/11/2009 on the Children Education Allowance (CEA) Scheme, this Department has been receiving references from various Departments, seeking further clarifications.
The doubts raised are clarified as under:-
(i)Whether CEA is admissible to a Government Servant who ceases to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year?
CEA/hostel subsidy shall be admissible till the end of the academic year in which the Government servant ceased to be in service due to retirement, discharge, dismissal or removal from service in the course of an academic year.The payment shall be made by the office in which the Govt. servant worked prior to these events and will be regulated by the other conditions laid down under CEA scheme.
(ii). Whether Children of a Government servant who dies while in service are still eligible for reimbursement under the new CEA scheme?
If a Government servant dies while in service, the Children Education Allowance or hostel subsidy shall be admissible in respect of his/her children subject to observance of other conditions for its grant provided the wife/husband of the deceased is not employed in service of the Central Govt., State Government, Autonomous Body, PSU, Semi-Government Organization such as Municipality, Post Trust Authority or any other organization partly or fully funded by the Central Govt/State Governments. In such cases the CEA/Hostel Subsidy shall be payable to the children till such time the employee would have actually received the same, subject to the condition that other terms and conditions are fulfilled. The payment shall be made by the office in which the Govt. servant was working prior to his death and will be regulated by the other condition laid down under CEA Scheme
(iii) Whether any upper age limit of the children has been prescribed for claming CEA? Whether CEA can be allowed in case of children studying through “Correspondence or Distance Learning”?
If so the age limit prescribed for the same. The upper age limit for disabled children has been set at the age of 22 years. In the case of other children the age limit will now be 20 years or till the time of passing 12th class which ever is earlier. Cases where reimbursement have been already made, in respect of children above this age may not be reopened. It has also been decided that CEA may henceforth be allowed in case of children studying through “Correspondence or Distance Learning” subject to other condition prescribed
(iv) What is the definition of the terms ‘two sets 0f uniform’ which occur in para1(e) of our O.M. dated 2.9.08. What is the definition of ‘one set of shoes’?
It is clarified that ‘one set of shoes’ would mean one pair of shoes and ‘two sets of uniform’ would mean two sets of uniform prescribed by the school in which the child is studying. A set of uniform will include all items of clothing prescribed for a day, as uniform by the school. Reimbursement may be allowed for two sets of such uniform irrespective of the colours /winter/ summer/ PT uniform
(v) What is the definition of ‘station’ for the purpose of hostel subsidy ?
It is clarified that for the purpose of hosted subsidy, station would be demarcated by the first three digits of the PIN Code of the area where the Government Servant is posed and/or residing’. ‘The first three digits of the PIN Code indicate a Revenue District
(vi) Whether fee paid 10 organizations/institutions other than the school or fee paid to private tutors for purposes mentioned in para 1(e) of the OM dated 2.9.2008 is reimbursable?
No. It is clarified that the term ‘fee’ contained in the para 1(e) of the OM dated 2.9.2008 would mean the fee charted by the school directly from the student.

Clarification on Children Education Allowance and Hostel Subsidy - DOPT Order

Department of Personnel and Training has published in its website today, an important clarification order[No.1211/08/2010-Estt.(AL) dated on 30.12.2010] about the Children Education Allowance and Hostel Subsidy issue.
This department has already issued some clarifications through the previous orders, still further doubts receiving from various department of Central Government to DOPT.
Now, clarifications given as some type of 'questions and answers' by the DOPT.
This order is very useful to Central Government Employees to clear the doubts regarding the Children Education Allowance Scheme...

We have given some answers collected from this order...

1. The upper age limit for children will now be 20 years or till the time of passing 12th Std. whichever is earlier.

2. 'One set of shoes' means 'One pair of shoes'.

3. 'Two sets of uniform' means a set of uniform will include all items of clothing prescribed for a day and irrespective of the colours/winter/summer/PT uniform.

4. 'Station' means first three digits of the PIN Code(indicate Revenue District) of the area where the employee is posted and /or residing.

5. No reimbursement whether the fee paid to Private Tutors.

Special Allowance for child care for women with disabilities and Education Allowance for disabled children of Railway employees

1. In term of Para 2 of Department of Personnel & Training (DOP&T)'s OM No. 12011/04/2008-Estt.(Allowance) dated 11-09-2008, circulated on the Railways vide Board's letter of even number dated 13-10-2008, reimbursement of Education Allowance for disabled children of Railway employees was granted at double the normal rates prescribed i.e. Rs.24,000/- per annum per child.

2. The matter regarding admissibility of double the amount of Hostel Subsidy for disabled children has been under consideration in consultation with DOP&T and it has been decided that the Hostel Subsidy for disabled children of Railway employees shall be payable at double the rates i.e. Rs.6000/- per month per child, subject to the conditions as stipulated in DOP&T OM No. 12011/03/2008-Estt.(Allowance) dated 02.09.2008 circulated on the Railways vide Board's letter No. E(W)2008/ED-2/4 dated 01.10.2008.

3. This issues with the concurrence of Finance Directorate of Ministry of Railways.

Children Education Allowance-DOP&T Order and Clarifications

The Representatives of Staff Side- National Council insisted in the 46th meeting of National council that the Children Education Allowance should be paid to the two studying Children instead of restricting it to the eldest two children. We welcome the staff side’s view, but at the same time it’s unfortunate that it made us to feel that they are not worried about the unwanted procedure framed for claiming the Children Education Allowance.

It has been clearly stated in the first two lines of 2nd Para of OFFICE MEMORANDUM issued on 2nd September 2008 by DOP&T that ‘In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this Scheme is being kept simple.’

But these two guidelines, mentioned below make the above instruction meaningless.

1 “Reimbursement should henceforth be made on the submission of original receipts on the basis of self-certification by the Government servant.”

2. “Under this scheme, reimbursement can be claimed once every quarter. The amount that can be claimed in a quarter could be more than Rs.3000 and in another quarter less than Rs.3000, subject to the annual ceiling of Rs.12000 /-per child being maintained”.

Is an admission certificate from the school not enough for claiming CEA?

Why don’t we avoid needless paper work by just giving Rs.1000/-per month as CEA?

Clarification on Children Education Allowance regarding the word of "NURSERY"



Government has been published a clarification through DOPT regard to the definition of "Nursery". This clarification order says, "Reimbursement will be applicable for expenditure on the education of school going children only.

Children from classes nursery to twelfth including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Board of Education".

Hence, It is clarified that 'classes nursery to twelfth' will include classes I to XI1 +2 classes prior to class I irrespective of the nomenclature. So, an employee may avail this allowance from LKG studying children.

The undersigned is directed to refer to DOP&T O.M. of even No.dated 2.9.2008 on the above subject. Para l(c) of the said O.M. says

"Reimbursement will be applicable for expenditure on the education of school going children only i.e. for children from classes nursery to twelfth including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Board of Education".

Various clarifications are being sought with regard to the definition of 'nursery' as the same is being called by different names in different institutions. This matter was considered in consultation with Ministry of Finance. It is clarified that 'classes nursery to twelfth' will include classes I to XI1 +2 classes prior to class I irrespective of the nomenclature.



It is further clarified that in respect of schools/institutions at nursery, primary and middle level not affiliated to any Board of education, the reimbursement under the Scheme may be allowed for the children studying in a recognized school/institution. Recognized school/institution in this regard means a Govt. school or any educational institution whether in receipt of Govt. aid or not, recognized by the Central or State Govt. or Union Tenitory Administration or by University or a recognized educational authority having jurisdiction over the area where the Institution is situated.

Sub:- Reimbursement of School Uniform and Shoes under CEA Scheme – Issue of Clarification.

Para 1 (e) of GOI, DoPT OM No. 12011/03/2008-Estt (Allowance) dated 02/9/2008 regarding Children Education Allowance Scheme provides that reimbursement for purchase of two sets of uniforms and one set of school shoes can be claimed for a child, in a year. Following point of doubt regarding reimbursement of school uniform and shoes by the Government Servants was referred to Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) through Ministry of Defence (Fin) for their clarification:-

(i)Whether reimbursement of purchase of school uniform and shoes i.e two sets of uniforms and one set of school shoes under the Children Education Allowance Scheme includes two sets each of summer uniform and winter uniform and one pair each of black and white shoes or of any colour.

2.Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) have clarified that two sets of uniform mean two uniforms irrespective of summer or winter dresses. One set of school shoes is one pair of shoes either black or white.

3.In view of the above clarification of DoPT the reimbursement of School Uniform and Shoes under CEA Scheme may be admitted accordingly.

Subject:- Children Education Allowance1 Hostel Subsidy - Clarification.



The undersigned is directed to refer to DOP&T OM No.12011/03/2008-Estt.(Allowance) dated 2nd September, 2008 on the above subject and to say that this Department has been receiving various references from Government servants, Ministries1 Departments seeking clarification whether Vidyalaya Vikas Nidhi (VVN) charged by Kendirya Vidyalayas is reimbursable as per items detailed in para l(e) of the above mentioned OM. The matter has been considered in consultation with Ministry of Finance. It is clarified that Vidyalaya Vikas Nidhi charged by Kendriya Vidyalayas will also form part of para l(e) of the said OM and can be claimed for reimbursement under the scheme of Children Education Allowance subject to the annual ceiling of Rs. 12000 per child. Where Vidyala Vikas Nidhi has not been admitted for reimbursement in past cases, the same may now be considered for reimbursement, subject to the other conditions.

This Department has also been receiving references seeking clarification whether Children Education Allowance can be claimed in respect of any two children by Government Servants who have more than two children. It is clarified that Children Education Allowance is admissible for the two eldest surviving children only, except when the number of children exceeds two due to second child birth resulting in multiple births.

CHILDREN EDUCATION ALLOWANCE SCHEME – Need For a Clarification



We all know that the “Children Education Allowance Scheme” announced in the Sixth Central Pay Commission has got huge appreciation among the Central Government Employees.

Central government employees children should go to school, get good knowledge by joining good institutes – This has been the main aim of Central Government Children Education Allowance Scheme, has given good hopes in the minds of central government employees about their children’s education and future.

The employees who were unable to send their child to school as because they were working in under developed places or economically backward places and also those employees who found hard to give good education to their lads because of their economical state are sincerely thinking about their children’s studies through this scheme.

This is a welcome improvement. It is sure that in future this scheme will nurture many more talents.

Earlier before Sixth Pay Commission we were getting meagre amount for education as tuition fees. Now through Children Education Allowance provision has been made to recover a maximum of Rs.1,000 per month and an amount not more than Rs.12,000 per year.

This Children Education Allowance Scheme has been implemented from Sep-2006 and will be issued based on academic year that is from June to May.

In 2008-09, nine months that is from Sep-2008 to May-2009 are coming under this new scheme. For the remaining three months (June-2008 to Aug-2008) as per the old scheme tuition fees will be provided.

The central government organizations where education allowance is provided as one lump sum per year will get Rs.9120 for the current academic year (June-2008 to May-2009) and the remaining government organization employees will get it for every three months.

This Children Education Allowance will be provided to those who surrender their children’s original bills i.e. school fees, tuition fees and various other bills pertains to the education of children as per the government order.Office Memorandum, dated 2.9.2008) And for those who does not surrender their bills will not be provided with Children Education Allowance.

Allowances given for the benefit of employees remain equal for all and not variable for each individual. But based on Children Education Allowance rules, one person may get for his child an amount of Rs.1,000 per year and another get for his child an amount of Rs.12,000 per year. Moreover employees are having grievances based on the bills provided in the schools and various other bills related to this scheme.

For example children’s uniform cloth rate ranges from Rs.40 to Rs.400 per meter. Believing that whatever money spends for children’s education will be refunded, our employees are going for high quality products. When these bills are submitted management seems to have suspicious view and their argument takes place between management and employees. This variation in value starts from ordinary pencil, pen and compelled to submit bills on time in all the four quarters that is for every three months. This also leads to friction in between management and employees.

The maximum limit for Children Education Allowance has been fixed. But there is no sealing for each and every expense. This creates a doubt in the minds of employees that the differences in allowance will remain forever.

To remove such drawbacks in this good scheme, central government employees wishes that the central government should consider all the employees who provide a Bonafide Certificate from their children’s school should be provided with Rs 1,000 per month as Children Education Allowance.

Guidelines from DOP&T regarding Reimbursement of Children Education Allowance





Guidelines from DOP&T to Central Government Departments as follows...

In order to implement the recommendation of Sixth Pay Commission for grant of Children Education Allowance. It is brought to the notice of all Employees that those who claim reimbursement of Children Education Allowance in respect of their Children should submit their claims in the following manner with effect from 1.9.2008.

1.To generate application / self- certification with original receipts. Then original fee receipts along with self - certification regarding Schools / Junior colleges affiliated to Board of Education or Universities should be submitted as quarterly basis.

2.Self – Certification may be signed by the individual duly indicating Name, Designation and duly countersigned by HOS/D.O., quarterly period for which is being claimed to be indicated. It is mentioned that the 1st quarter is from June to August and II quarter from September to November and so on.

June to August – 1st quarter

September to November – 2nd quarter

December to February – 3rd quarter

March – May – 4th quarter


3.Each employees should submit claims in respect of their children together. Instead of individual claims for each child.

4.Belated clams of reimbursement will not be entertained. All claims should reach concern finance section on or before every 15th of succeeding month of quarter (i.e.)

September 15th

December 15th,

March 15th,&

June 15th

Now for IInd quarter (September to November.), all claims should reach concern finance section on or before 13.01.2009

Highlights of Scheme:

1.Children Education Allowance and Reimbursement of Tuition Fee which were hitherto payable separately will be merged and will henceforth be known as "Children Education Allowance Scheme".

2. It can be availed by Government Servants upto a maximum of 2 children.

3. Children from classes nursery to twelth.

4. Even if a child fails in a particular class, the reimbursement of C E A shall not be stopped.

5. Following items can be claimed under this scheme:

a.Tution Fee

b.Admission Fee,

c.Lab. Fee,

d.Special Fee for agriculture,

e.Electronics,

f.Music or any other subject,

g.Fee charged for practical work under the programme of work experience,

h.Fee paid for the use of any aid or appliance by the child,

i.Library Fee,

j.Games/Sports Fee,

k.Fee for extra-curricular activities. and

l. Purcahse of one set of text books and Note books,

m. Purchase of two sets of school uniforms,

n. Purchase of one set of school shoes

The annual ceiling fixed for reimbursement of C E A is Rs. 12,000. It can be claimed once every quarter Rs.3,000, and in another quarter less than Rs.3,000, subject to the annual ceiling of Rs. 12,000 per child being maintained.

The above limits would be automatically raised by 25% every time the D.A. on the revised pay structure goer up by 50%.

In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this sheme is being kept simple.

Sub: Children Education Allowance - clarification

Subsequent to issue of DOP&T OM No. 12011/3/2008-Estt.(Allowance) dated 2 nd Sept, 2008 allowing Children Education Allowance 1 Hostel Subsidy , clarifications on certain points have been sought by Govt. servants/Ministries/Departments. The doubts raised by various authorities are clarified as under :

(i) What is the definition of ' Year' & 'Hostel Subsidy' as per the OM No.12011/3/2008-Estt. (Allowance) dt. 2 nd Sept, 2008 on the subject Children Education Allowance? (i) 'Year' means academic year i.e. twelve months of complete academic session. (ii) Hostel Subsidy means expenses incurred by the Govt. servant if he has to keep his children in the hostel of a residential school away from the station at which he is posted! or is residing. It may include expenses towards boarding, lodging and expenses as detailed in para (e) of the original OM No. 12011/3/2008- Estt.(Allowance)dt. 2 nd Sept, 2008
(ii)What is the amount of reimbursement of Children Education Allowance for the year 2008-09 in the OM No. 12011/3/2008- Estt.(AL) dt. 2 nd Sept, 2008? It may be calculated on prorata basis @ maximum of Rs.1000/-per month per child w.e.f. 1st September, 2008.
(iii)Whether DOPT OM No.12011/3/2008-Estt.(Allowance) dated 2 nd Sept, 2008 is admissible reimbursement of Children Education Allowance for pursuing Diploma Course for the initial years Polytechnic? In cases where minimum qualifications for admission in the two years Diploma course in Polytechnic is 10 th Class and the student joins the polytechnic after passing X class, the reimbursement of tuition fees shall also be allowed for the 1st and 2 nd year classes of the above course.
(iv)Whether children attending day- boarding, whether attached to schools or not are eligible to draw hostel subsidy? No. They are not eligible
(v) Whether the restriction of classes Nursery to class Twelfth as applicable for Children Education Allowance is also applicable for drawing hostel subsidy? Yes
(vi)Whether Children Education allowance is admissible for more than two children in case the number of two children in case the number of multiple birth? Yes, if the number of children exceeds two as a result of second child birth resulting in twins or multiple births.
(vii) Whether Children Education Allowance/ Hostel Subsidy will be admissible during suspension or leave? The Children Education Allowance or hostel subsidy shall be admissible to a Govt. servant while he/she is on duty or is under suspension or is on leave (including extra ordinary leave). Provided that during any period which is treated as 'dies non' the Govt. servant shall not be eligible for the Allowance /reimbursement /subsidy for the period.
(viii) Whether reimbursement of Children Education Allowance as per OM No. 12011/4/2008- Estt.(AL) dt.11th Sept, 2008 is admissible disabled Children of Govt. employees who undergoes non formal Education or Vocational Training or other similar instructions? Yes. As long as a physically / mentally handicapped child studies in any institution i.e. aided or approved for by the Centrall State Govt. or UT Administration or whose fees are Administration or whose fees are approved by any of these authorities, the Children Education Allowance paid by the Govt. servant shall be reimbursed irrespective of whether the institution is 'recognized' or not. In such cases the benefits will be admissible between the age limits 5 to 22 years.

CHILDREN EDUCATION ALLOWANCE – CLARIFICATION



Government has published through DOPT an Office Memorandum No.12011/03/2008-Estt. (Allowance) dated 2nd september, 2008 regarding Children Education Allowance.



Subject:- Recommendations of the Sixth Central Pay Commission implementation of decisions relating to the grant of Children Education Assistance and Reimbursement of Tuition Fee.

Consequent upon the decisions taken by the Government on there commendations made by the Sixth Central Pay Commission and in supersession of all earlier orders on the subject of Children Education Allowance and Reimbursement of Tuition Fee, the President is pleased to issue the followinginstructions: -

(a) Children Education Allowance and Reimbursement of Tuition Fee which were hitherto payable separately will be merged and will henceforth be known as ‘Children Education Allowance Scheme’.

(b) Under the Scheme of Children Education Allowance reimbursement can be availed by Government Servants upto to a maximum of 2 children.

(c) Reimbursement as indicated above will be applicable for expenditure on the education of school going children only i.e., for children from classes nursery to twelfth, including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Boards of Education.

(d) Henceforth, the reimbursement of Children Education Allowance shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Allowance shall not be stopped.

(e) Reimbursement for the following items can be claimed under this Scheme: Tuition Fee, admission fee, laboratory fee, special fee charged for agriculture, electronics, music or any other subject, Fee charged for practical work under the programme of work experience, fee paid for the use of any aid or appliance by the child, library fee, games/sports fee and fee for extra-curricular activities. This also includes reimbursement for purchase of one set of text books and notebooks, two sets of uniforms and one set of school shoes which can be claimed for a child, in a year.

(f) The annual ceiling fixed for reimbursement of Children Education Allowance is Rs.12000.

(g) Under this scheme, reimbursement can be claimed once every quarter. The amount that can be claimed in a quarter could be more than Rs.3000, and in another quarter less than Rs.3000, subject to the annua lceiling of Rs.12000 per child being maintained.

(h) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance.

(i) Hostel subsidy will be reimbursed upto the maximum limit of Rs.3000 per month per child subject to a maximum of 2 children. However, both hostel subsidy and Children Education Allowance cannot be availed concurrently.

(j) The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by50%.

2. In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this Scheme is being kept simple.Reimbursement should henceforth be made on the submission of original receipts on the basis of self-certification by the Government servant.

3. These orders shall be effective from 1st September, 2008.

4. Insofar as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and auditor

Consequent upon the decisions taken by the Government on the recommendations made by the Sixth Central Pay Commission and in supersession of all earlier orders on the subject of Children Education Allowance and Reimbursement of Tuition Fee, the President is pleased to issue the following instructions: -

(a) Children Education Allowance and Reimbursement of Tuition Fee which were hitherto payable separately will be merged and will henceforth be known as 'Children Education Allowance Scheme'.

(b) Under the Scheme of Children Education Allowance reimbursement can be availed by Government Servants upto to a maximum of 2 children.

(c) Reimbursement as indicated above will be applicable for expenditure on the education of school going children only i.e., for children from classes nursery to twelfth,including classes eleventh and twelfth held by junior colleges or schools affiliated to Universities or Boards of Education.

(d) Henceforth, the reimbursement of Children Education Allowance shall have no nexus with the performance of the child in his class. In other words, even if a child fails in a particular class, the reimbursement of Children Education Allowance shall not be stopped.

(e) Reimbursement for the following items can be claimed under this Scheme:
Tuition Fee, admission fee, laboratory fee, special fee charged for agriculture, electronics, music or any other subject, Fee charged for practical work under the programme of work experience, fee paid for the use of any aid or appliance by the child, library fee, games/sports fee and fee for extra-curricular activities . This also includes reimbursement for purchase of one set of text books and notebooks, two sets of uniforms and one set of school shoes which can be claimed for a child, in a year.

(f) The annual ceiling fixed for reimbursement of Children Education allowance is Rs.12000.

(g) Under this scheme, reimbursement can be claimed once every quarter. The amount that can be claimed in a quarter could be more than Rs.3000, and in another quarter less than Rs.3000, subject to the annual ceiling of Rs.12000 per child being maintained.

(h) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance.

(i) Hostel subsidy will be reimbursed upto the maximum limit of Rs.3000 per month per child subject to a maximum of 2 children. However, both hostel subsidy and Children Education Allowance cannot be availed concurrently.

(j) The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by50%.

2. In order to ensure that Government servants have no difficulty in claiming reimbursement, the procedure under this Scheme is being kept simple. Reimbursement should henceforth be made on the submission of original receipts on the basis of self-certification by the Government servant.

3. These orders shall be effective from 1st September, 2008.

4. Insofar as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and auditor General of India.

CHILDREN EDUCATION ALLOWANCE - Clarification

QUARTERLY NO CERTIFICATION BY SCHOOL AUTHORITY NEEDED ONLY ONE SPOUSE CAN CLAIM.

Finance Ministry Orders on Children Education Allowance / Tuition Fee is released on acceptance of the recommendation of the 6th Pay Commission in this matter.

As per the recommendation of the Pay Commission, the Government has merged both the Children Education Allowance and Tuition Fees and fixed the quantum payable as Rs.1000/= per child restricted to a maximum of two children. Accordingly Rs.2000/= per month would be the permissible quantum for the CG Employees, who have at least two school going children.

This order is applicable for children who study from Nursery to Twelfth including classes 11th and 12th held by junior colleges or schools affiliated to Universities or Boards Education.

The most important aspect of the Government order is that henceforth even if the children fail in a class, the reimbursement of Children Education will not be stopped but continue to be paid.

The maximum quantum that can be claimed in a year per child by quarterly claims cannot exceed Rs.12,000/=.

However as in the case of LTC, only one person can claim this if both the spouses are Government Employees.

To benefit an easier claim the certification for the claim is enough to be self certified by the claiming Government Employee with original Receipts for payment of fees in the schools. No certification is necessary from the Scholl Principal or Headmasters
